How we handle it in Whittier
Under City of Whittier Ordinance 3059 (Municipal Code Chapter 13.34), a sewer lateral inspection video is required before a repair permit is issued. The video runs from the cleanout outside the foundation to the point where the lateral meets the city sewer main, and camera speed may not exceed 2 feet per 5 seconds.
After repairs, the lateral is inspected on video again and reviewed by Public Works to confirm it is in compliance. We record both videos, so the paperwork matches the work. Buying a home? A camera inspection before closing can show a failing lateral before it becomes your expense.
